The 2025 HEPI/Kaplan Soft Power Index shows the USA remains the top country educating the most current world leaders, with 66, though slightly down from last year’s 68. The UK follows closely with 59, matching its record high, narrowing the gap between the two. France ranks third with 23, while Russia and Australia complete the top five with 13 and 9 leaders respectively. India achieved a record performance, joining the top ten alongside Spain and Italy. For the first time, the Index lists top institutions, with Harvard University leading at 15 leaders educated, followed by Oxford (12), Sandhurst (8), Manchester (6), and Cambridge (5). HEPI Director Nick Hillman and Manchester Vice-Chancellor Duncan Ivison highlighted the diplomatic and economic value of international students but warned that UK government policies—such as new levies, higher visa costs, and reduced graduate routes—risk undermining this significant source of soft power and global influence.
